Did the backup card work before? Did you test it with a download image or copying files or anything that would stress it? Some cards never work for booting.
Was the backup card in a USB 3 adaptor? USB 3 is a sloppy standard. Many "USB 3" devices only work reliably in USB 2 sockets because they are USB 2 devices with scraps of USB 3 glued on. Perform the copy again but with the adaptor plugged into USB 2.
Next time you buy an adaptor, look for USB 3.1. Or only use the adaptor in Windows as Windows has millions of lines of code to work around errors and pretend they did not happen.
