This is what I got back from my "Feature Request":
It seems that GitHub thinks rpi-imager already has the ability to set the locale even though it doesn't. So for all of you folks that don't live in the UK, you will need to set your locale specifically with raspi-config after you do the first boot. I guess GH has never had to set the locale on their Pis. It's at 5 Localisation Options -> L1 Locale in raspi-config.
